How to File a Freedom of Information Act Request

FOIA requests must be submitted in writing. Although the use of a particular form is not required, a Request for Public Records Form is available for your convenience when submitting a request by mail, in-person or via fax. Requestors may use the form to submit requests via email, however, beginning January 1, 2026, FOIA requesters submitting electronic requests MUST include the entirety of the request in the body of the email message, without requiring the public body to open links or attachments per Public Act 104-0438. As a cybersecurity measure, the District is not required by law to open electronically attached files or hyperlinks to view or access details of a request.

You can expect to receive a response to your request within 5 business days. If your request is denied by the District, you have the option to follow the appeals process outlined in the Illinois Freedom of Information Act. You may choose to either inspect requested information or receive copies of it.

We will provide the requested information in an electronic format at no charge. For hard copies, the District offers the first 50 pages (in black and white, letter or legal size) free of cost, with additional pages available at a rate of $0.15 per page. If you require color or odd-sized copies, the District will charge you the actual cost for those.
